АНАЛІЗ ІНДИКАТОРІВ ТА ОЦІНКА СТАНУ СОЦІАЛЬНОЇ БЕЗПЕКИ В УКРАЇНІ

Анотація

На підставі відбору показників з урахуванням накопиченого раніше досвіду українських та міжнародних вчених у галузі економічної безпеки, показників економічної безпеки, визначених відповідними міжнародними організаціями, системи показників оцінки стану формувалося соціальне забезпечення України. Проаналізовано динаміку основних індикаторів та оцінено стан соціальної безпеки України. Виявлено недоліки соціальної політики держави. Основними проблемами, які перешкоджали забезпеченню високого рівня соціального забезпечення протягом періоду дослідження, були: фінансова та економічна криза; ризики бідності, безробіття; ризики невиплати заробітної плати працівникам; низький рівень пенсійного забезпечення; корупція; велика кількість захворювань та недостатній рівень фінансування у сфері охорони здоров’я тощо. Виходячи з вищевикладеного, було запропоновано основні напрямки забезпечення належного рівня соціального забезпечення держави.

ANALYSIS OF INDICATORS AND ASSESSMENT OF THE SOCIAL SECURITY SITUATION IN UKRAINE

Summary

Today social tension in Ukraine steadily increases, declining living standards. The negative trends that occur in the social sphere and the accumulated social problems contribute to the emergence of threats to national security and hinder the development of society. Therefore, research into the state of social security in Ukraine with a view to developing preventive measures and preventing threats that can destabilize social and other spheres is a very pressing problem in the current conditions of social development. Under the combined influence of external and internal factors, the dynamics of transformational change in Ukraine were accompanied by a significant increase in political and economic instability, as well as aggravation of social problems. Based on the selection of indicators, taking into account the previously accumulated experience of evaluation, the experience of Ukrainian and international scientists in the field of economic security, economic security indicators determined by the relevant international organizations, a system of indicators for assessing the state of social security of Ukraine was formed. An analysis of the indicators showed that there were only three indicators at the optimum level: the ratio of the average monthly nominal wage to the subsistence level per a person; a ratio of total incomes of 10 percent of the most and least affluent population; the total number of students in full-time educational institutions. The analysis revealed some disadvantages of the state social policy. The major problems that hindered the provision of a high level of social security during the study period were: the financial and economic crisis; poverty risks, unemployment; risks of non-payment of wages to employees; low level of pension provision; corruption; large number of diseases and insufficient level of financing in the field of public health, etc. Based on the above, main directions of ensuring the proper level of social security of the state were offered. The main directions of social policy of Ukraine for ensuring the proper level of social security of the state should be: improvement of state social standards and guarantees; reforming the social protection system and social services; minimization of social risks and dangers; social risk insurance; reforming the health care system; introduction of modern educational reforms; introduction and implementation of measures aimed at combating corruption, etc.
