РЕТРОСПЕКТИВНО-КОМПАРАТИВНИЙ АНАЛІЗ СИСТЕМИ УПРАВЛІННЯ МИТНИМИ ОРГАНАМИ В УКРАЇНІ
Анотація
У статті здійснено ретроспективно-компаративний аналіз системи управління митними органами, починаючи з проголошення незалежності України. Актуальність статті визначається тими змінами, які відбуваються сьогодні в країні, та формуванням нової митниці. В результаті аналізу, виокремлено окремі етапи становлення та функціонування систем управління митними органами, виявлено їх позитивні та негативні риси, окреслено коло проблемних питань, які необхідно вирішити на сучасному етапі формування нової системи управління. Можна виділити 5 основних еволюційних етапів у функціонуванні організаційних структур управління митною справою в Україні: 1) етап Державного митного комітету України, 2) етап Державної митної служби України, 3) етап Міністерства доходів і зборів України, 4) етап Державної фіскальної служби України, 5) нова митниця (відродження Державної митної служби України). Розвиток та трансформація митної справи, а також еволюція цілісної системи управління митною справою в Україні, знайшли своє відображення і на формуванні організаційних структур управління самих митних органів, а також їх повноважень. За часи незалежності дворівнева (центральний апарат – митниця) та трирівнева (центральний апарат – регіональна митниця – митниця) змінювали одна одну, виходячи з тих задач, які ставилися перед митними органами, та політичної ситуації в країні. На сьогодні формується нова система управління митними – Державна митна служба України як єдина юридична особа. Така система є новою для нашої країни, тому потребує подальшого детального вивчення.

RETROSPECTIVE-COMPARATIVE ANALYSIS OF THE CUSTOMS MANAGEMENT SYSTEM IN UKRAINE
Summary
The article provides a retrospective-comparative analysis of the customs management system since Ukraine's declaration of independence. The relevance of the article is determined by the changes taking place in the country today and the formation of a new customs office. As a result of the analysis, the separate stages of the formation and functioning of the customs management systems were identified, their positive and negative features were discovered, a number of problems were identified, which need to be addressed at the present stage of the new management system formation. There are 5 basic evolutionary stages in the functioning of organizational structures of customs management in Ukraine: 1) the stage of the State Customs Committee of Ukraine, 2) the stage of the State Customs Service of Ukraine, 3) the stage of the Ministry of Revenue and Collections of Ukraine, 4) the stage of the State Fiscal Service of Ukraine, 5 ) a new customs office (revival of the State Customs Service of Ukraine). The development and transformation of customs, as well as the evolution of a comprehensive system of customs management in Ukraine, were reflected in the formation of organizational structures of management of the customs authorities themselves, as well as their powers. In the days of independence, the two-tier (central office - customs) and three-tier (central office - regional customs - customs) changed each other based on the tasks set before the customs authorities and the political situation in the country. Today a new system of customs management is being formed - the State Customs Service of Ukraine as the only legal entity. Such a system is new to our country and therefore needs further detailed study.
As a result of the study of the theoretical foundations for the construction of organizational structures of management, we have found that the ideal types of organizational structures do not exist, as they must effectively adapt to the factors of the external and internal environment. Analysis of the evolution of organizational structures of management in customs affirmed the thesis that external factors actively influence the formation of the management system and its organizational reflection. The activities of the customs authorities were carried out under the conditions of constant organizational and structural changes. However, this process has not been completed to date.
