КОН’ЮНКТУРА РИНКУ КАРТОПЛІ В УКРАЇНІ ТА ПЕРСПЕКТИВИ ЇЇ ОПТИМІЗАЦІЇ

Анотація

Стаття присвячена дослідженню сучасного стану та умов формування кон’юнктури ринку картоплі з метою удосконалення механізму його функціонування. Проаналізовано динаміку основних показників виробництва картоплі, які впливають на формування її ринкової пропозиції. Дано оцінку співвідношення між рівнями виробництва та споживання картоплі. На основі аналізу балансових показників надходження і використання продукції окреслено коло основних проблем розвитку ринку картоплі в Україні, визначено причини розбіжностей у структурному співвідношенні попиту та пропозиції на ньому. Вивчено перспективи розвитку сегменту ринку картоплі для переробки, з’ясовано чинники обмеження її експорту та збільшення імпорту. Проаналізовано динаміку середніх цін реалізації картоплі, а також особливості їх сезонних коливань. Дано рекомендації щодо напрямів подальшого розвитку картоплярства в Україні та заходів, які дозволять поліпшити кон’юнктуру ринку картоплі.

POTATO MARKET CONJUNCTURE IN UKRAINE AND PROSPECTS OF ITS OPTIMIZATION

Summary

The article researches the current state and conditions of potato market conjuncture formation in order to improve the mechanism of its functioning. The dynamics of the main potato production indicators determine its market supply has been analyzed. It was found that the bulk of potato market’s supply is provided by households. However, they propose qualitatively heterogeneous products at low prices.
The relationship between the levels of potato production and consumption are evaluated by authors. Based on the analysis of the balance of income and use of products, the main problems of potato market development in Ukraine are outlined and the reasons of differences in the structural ratio of potato supply and demand are identified. It has been established that low level of potato commodity circulation caused by large storage losses and using potato for animal feeding and seeds.
The prospects of development of the processing potato market and the factors of limiting potato export and increasing import are investigated. It has been found that quality of potato, shipped to the market, generally does not meet the processing standards. In addition, it is not certified and therefore cannot be exported. The import’s structure is mainly represented by early and seed potatoes.
The dynamics of average potato selling prices, as well as features of their seasonal variations, are analyzed. The prices cyclicality in the potato market is reflected through their increase according stocks depletion and decrease during the harvesting period. The low amplitude of potato price fluctuations, selling by the agricultural enterprises is a consequence of the product contracting and the availability of storage facilities.
It has been proposed directions of the potato industry further development in Ukraine and measures for improving of the potato market conjuncture. Priorities are given to: state support of the seed potato market development, potato industrial production and processing; realization of the potato export potential; support of small producers cooperation and integration; improving the skills of farmers; improving the potato quality, active use of the marketing tools to promote it to foreign markets.
