ОРГАНІЗАЦІЙНО-ЕКОНОМІЧНІ УМОВИ УПРАВЛІННЯ СИСТЕМОЮ ДОСТАВКИ ШВИДКОПСУВНОЇ ПРОДУКЦІЇ

Анотація

У статті розглядаються особливості системи управління доставкою швидкопсувної продукції. Проаналізовано основні вимоги до організації доставки швидкопсувних вантажів. Важливими техніко-технологічними вимогами до організації перевезень є прискорення доставки та дотримання температурного режиму перевезень. Забезпечення таких технологічних вимог зумовлює зростання витрат на перевезення, використання спеціальної системи формування тарифів (на основі поелементно-диференційованого підходу), зумовлює необхідність використання страхового захисту (зокрема, комплексних програм страхування відповідальності).
Важливою передумовою ефективного управління системою доставки є прискорення руху транспортних засобів, оптимізація всіх складових часу перебування ватажу в ланцюгу постачань. Така оптимізація досягається шляхом посилення рівня інтеграції та координації учасників доставки, стандартизацією процедур, мінімізацією непродуктивних втрат часу. Вимоги до економічної взаємодії учасників доставки вантажів ґрунтуються на засадах системності, інноваційності, координації, збалансованості та загальної ефективності.
В частині дослідження організаційно-економічних умов системи доставки швидкопсувної продукції доцільно звернути увагу на такі питання, як: формування ефективності доставки для всіх учасників, обґрунтування тарифної політики не тільки на перевезення, а й на супутні послуги, удосконалення системи планування як обсягів, так і фінансових результатів доставки, організація комплексного страхового захисту, проблеми пошуку джерел фінансування, обґрунтування доцільності реалізації інвестиційних проектів, тощо.

ORGANIZATIONAL AND ECONOMIC CONDITIONS FOR MANAGING THE PERISHABLE GOODS DELIVERY SYSTEM

Summary

The article deals with the features of the delivery management system of perishable products. The basic requirements for the delivery organization of perishable products are analyzed. Important technical and technological requirements for the organization of transportation are the speeding up of delivery and adherence to the temperature regime of transportation. Ensuring such technological requirements leads to an increase in transportation costs, the use of a special system of tariff formation (based on element-differentiated approach), the need to use cargo protection insurance (in particular, comprehensive liability insurance programs).
An important prerequisite for effective management of the delivery system is the acceleration of the movement of vehicles, optimization of all components of the time of stay of the load in the supply chain. Such optimization is achieved by enhancing the level of integration and coordination of delivery participants, standardizing procedures, and minimizing unproductive waste of time. Requirements for the economic interaction of freight delivery participants are based on the principles of systematic, innovative, coordinated, balanced and overall efficiency.
As part of the study of the organizational and economic conditions of the perishable products delivery system, it is advisable to pay attention to such issues as: formation of delivery efficiency for all participants, justification of the tariff policy not only for transportation but also for related services, improvement of the planning system of both volumes and financial results of delivery, organization of complex insurance protection, problems of finding sources of financing, substantiation of expediency of investment projects, etc.
The problem of transport and logistics projects financing in the conditions of considerable scarcity of financial resources remains the most difficult. It is necessary to diversify sources, to use different possibilities of searching investment resources. The development of public-private partnership is an important area of investment in the transport sector.
The results of the article can be used by transport enterprises to form the basis for improving the delivery of perishable of products.
