ФОРМУВАННЯ ІНСТИТУЦІЙНОГО ЗАБЕЗПЕЧЕННЯ ЗОВНІШНЬОЕКОНОМІЧНОЇ ДІЯЛЬНОСТІ АГРАРНИХ ПІДПРИЄМСТВ УКРАЇНИ В КОНТЕКСТІ МІЖНАРОДНИХ ТОРГІВЕЛЬНИХ УГОД
Анотація
Представлена стаття детально розглядає умови здійснення зовнішньо-економічно діяльності аграрних підприємств в результаті приєднання України до Світової організації торгівлі, зокрема через зниження торговельних бар’єрів та перегляду правил торгівлі між країнами-учасниками. Проаналізовано можливості вітчизняних виробників та експортерів аграрної продукції в результаті укладення ряду міжнародних угод про вільну торгівлю. Досліджено існуючі вітчизняні державні інститути сприяння зовнішньо-економічної діяльності аграрних підприємств, а також інституційне забезпечення розглянутих міжнародних торгівельних угод. Детально проаналізовано умови експорту аграрної продукції згідно домовленостей викладених в Угоді про асоціацію між Україною та країнами ЄС, зокрема в частині безмитних тарифних квот та преференційних правил походження товару. Запропоновано напрями розвитку інституційного забезпечення, що сприятиме збільшення присутності вітчизняних товаровиробників та експортерів на світовому ринку продовольства.

FORMATION OF INSTITUTIONAL SUPPORT FOR FOREIGN ECONOMIC ACTIVITIES OF UKRAINE'S AGRICULTURAL ENTERPRISES IN THE CONTEXT OF INTERNATIONAL TRADE
Summary
The article presents a detailed review of the conditions for the external economic activity of agricultural enterprises as a result of Ukraine's accession to the World Trade Organization, in particular through the reduction of trade barriers and revision of trade rules between the participating countries. Possibilities of domestic agricultural producers and exporters as a result of concluding a number of international free trade agreements have been analyzed. The institutional support of the considered international trade agreements is enquired. The mechanism of protection of trade interests of domestic subjects of foreign economic activity in the framework of WTO cooperation is investigated, the results of the agreements reached at the WTO Ministerial Conference in Nairobi and Buenos Aires are outlined. Approaches to information support of domestic enterprises engaged in export-import operations, in particular through Ukraine's participation in the WTO notification system, are highlighted. The conditions of export of agricultural products are analyzed in detail in accordance with the agreements set out in the Association Agreement between Ukraine and the EU countries, in particular as regards duty-free tariff quotas and preferential rules of origin. The basic criteria for determining the origin of agricultural products of different degrees of processing in accordance with the Regional Convention on Pan-Euro-Mediterranean Preferential Rules of Origin are outlined and the advantages they provide for domestic agricultural enterprises when exporting their own produce. The author assumed that in the conditions of Ukraine's entry into free trade zones, the competitive environment requires agrarian enterprises to be more in compliance with international and, in particular, European standards of standardization and development of effective strategies for further development. The functions of the existing national state institutes on creation of conditions for conducting efficient foreign-economic activity of agrarian enterprises, in particular facilitating the increase of export volumes, facilitating the passage of operations related to customs clearance of goods and crossing the state border, sanitary-epidemiological, veterinary control etc. The directions of development of institutional support that will promote increase of presence of domestic producers and exporters in the world food market are offered.
