Анотація

У статті розглянуті процеси концентрації та деконцентрації в економіці України. Проблема деконцентрації в промисловості України розглянута в історичному ракурсі, наведені приклади такої політики за часів Радянського союзу. Проілюстровано роль промисловості, зокрема машинобудування, в економічному зростанні країни, в особливості на прикладі розвинених країнах світу. Проілюстровані процеси деконцентрації та деіндустріалізації в галузі машинобудування України, що значно зменшили національний машинобудівний потенціал.
Висвітлена роль великих підприємств у забезпеченні високої конкурентоспроможності вітчизняної продукції. Наведені приклади деконцентрації, що призвели до деіндустріалізації в економіці України. Доведено важливість великих вітчизняних підприємств у побудові міцної конкурентоспроможної економіки. Зроблено висновок про відсутність системної державної політики в Україні по підтримці наукоємного промислового виробництва. Обґрунтовано необхідність створення системи організації і управління високотехнологічним виробництвом на загальнодержавному рівні яка б охоплювала як державний так і приватний сектор. Наведені заходи для відновлення та підтримки вітчизняного наукоємного промислового виробництва.

CONCENTRATION (CENTRALIZATION) AND DECONCENTRATION (DECENTRALIZATION) IN INDUSTRY: HISTORY, MODERNITY, CONSEQUENCES

Summary

The processes of concentration and deconcentration in the economy of Ukraine have been considered in the article. The problem of deconcentration in Ukrainian industry is considered in a historical perspective, examples of such a policy during the Soviet Union are given. The role of industry, in particular mechanical engineering, in the economic growth of the country is illustrated, especially on the example of developed countries. The processes of deconcentration and deindustrialization in the field of machine building of Ukraine, which significantly reduced the national machine - building potential, are illustrated.
The role of large enterprises in ensuring high competitiveness of domestic products is highlighted. Examples of deconcentration that led to deindustrialization in the economy of Ukraine are given. The importance of large domestic enterprises in building a strong competitive economy is proved. It is concluded that there is no systemic state policy in Ukraine to support science-intensive industrial production. The necessity of creating a system of organization and management of high-tech production at the national level, which would cover both public and private sectors, is substantiated.
Measures to restore and support domestic science-intensive industrial production have been considered. Today, it is necessary to restore the accounting of production equipment, as well as to create an information database on existing scientific and technical developments in the field of high technology; with state organizational, managerial, financial support to begin the formation of large companies, primarily in the field of mechanical engineering, which includes the defense industry and is the basis for the country's industry.
It is concluded that Ukraine has nothing to oppose to world leaders, in particular in the field of tractor and agricultural machinery. The destruction of the electronics industry makes the production of military weapons completely dependent on foreign suppliers. The situation is similar with the machine tool building and the tool industry, which slows down the technical re-equipment of production in general. The authors state that these and other negative trends put on the agenda the issue of reforming mechanical engineering industry of Ukraine.
