УПРАВЛІННЯ НАФТОГАЗОВИДОБУВНИМИ ПІДПРИЄМСТВАМИ В КОНТЕКСТІ НОВИХ ВИКЛИКІВ, ЗУМОВЛЕНИХ ПАНДЕМІЄЮ COVID-19
Анотація
Досліджено рекомендації іноземних консалтингових підприємств щодо забезпечення неперервності діяльності суб’єктів господарювання в умовах пандемії Covid-19. Ідентифікувано напрями забезпечення гнучкості та адаптивності системи управління нафтогазовидобувних підприємств до викликів, зумовлених пандемією Covid-19. Аргументовано доцільність перегляду сформованої стратегії розвитку підприємств, в т.ч. їх стратегічного фінансового планування, необхідність забезпечення сценарного планування діяльності нафтогазовидобувних підприємств на основі сформованої матриці ризиків. Управління людськими ресурсами в умовах пандемії Covid-19 повинно орієнтуватись як на оптимізацію структури персоналу нафтогазовидобувних підприємств, так і на забезпечення підтримки ключових співробітників та вдосконаленні системи стимулювання персоналу. Акцентовано увагу на необхідності формування плану черговості повернення працівників до нових «нормальних» умов праці з метою мінімізації ризику поширення Covid-19, обгрунтовано заходи, спрямовані на недопущення поширення Covid-19. У рамках антикризового управління аргументовано доцільність перегляду бюджетів, скорочення як капітальних вкладень, так й поточних витрат (CapEx and OpEx); аналізу сформованого реєстру проектів та ранжування їх за двома критеріями: максимізацією грошових потоків внаслідок їх реалізації та швидкістю їх завершення; відтермінування реалізації їх частини, ініціювання організаційних проектів, зокрема спрямованих на впровадження електронного документообігу та докуметообміну, посилення діджиталізації. Обгрунтовано доцільність вдосконалення сформованої моделі Мамдані-типу оцінювання та прогнозування ризиків діяльності нафтогазовидобувних підприємств в частині доповнення базового реєстру ризикутворюючих факторів новими ризиками та їх ризикутворюючими факторами. Встановлено, що бізнес-середовище нафтогазовидобувних підприємств в умовах пандемії Covid-19 характеризується збільшенням ризику ліквідності, забезпечення ефективної комунікації у гібридному робочому середовищі, операційних та особистісних ризиків.

MANAGEMENT OF OIL AND GAS PRODUCTION ENTERPRISES IN THE CONTEXT OF NEW CHALLENGES CAUSED BY THE COVID-19 PANDEMIC
Summary
The recommendations of foreign consulting companies concerning ensuring of enterprise business continuity during Covid-19 pandemic were studied. Directions of ensuring flexibility and adaptation of oil and gas enterprise management system to challenges caused by Covid-19 pandemic were identified. The necessity of revising the enterprises’s strategy, including their strategic financial planning; providing scenarios planning for oil and gas companies activity based on the risk matrix were argued. Human resource management in the context of the Covid-19 pandemic should be focused both on optimizing the oil and gas companies’s personnel structure and on providing support to key employees, improving the motivational model for rewards. We paid attention to the need of generation of return plan of workers to new “normal” working conditions in order to minimize the risk of the spreading of Covid-19, also the measures aimed at the prevention and spread of the coronavirus disease were justified. Within the framework of anti-crisis management, the need of budgets revision and both CapEx and OpEx reducing were argued; analysis of the formed projects register and its ranking due to two criterias: maximization of cash flows due to their implementation and speed of their completion; the postponement of the implementation of its part, initiation of organizational projects, including those aimed at the implementation of electronic document traffic and document exchange, digitalization were argued. The expediency of improving the developed Mamdani-type cascade fuzzy model of evaluation and prediction of the probability of occurrence of risks of oil and gas production enterprises in terms of supplementing the basic registry of risk factors with new risks and its factors was reasoned. The business environment of oil and gas production enterprises in the context of the Covid-19 pandemic is characterized by an increase in liquidity risk, risk of effective communication in a hybrid work environment, operational and human resources risks.
