ФІНАНСОВІ АСПЕКТИ РИНКУ ОСВІТНІХ ПОСЛУГ В СУЧАСНИХ УМОВАХ
Анотація
Досліджено теоретичні та методичні основи сучасних тенденцій розвитку ринку освітніх послуг України та виявлено актуальні проблеми його функціонування. Розкрито фактори щодо змін на ринку освітніх послуг які спричинені процесами інтеграції, що ведуть до формування єдиних підходів до вимог сучасного професіонала, що забезпечує рухливість трудових ресурсів. Про аналізовано механізм формування та використання фінансування, що є основою щодо виявлення додаткових резервів та поліпшенню основних фінансово-економічних показників діяльності закладів вищої освіти. Розглянуті основні завдання у сфері ефективного використання їх фінансових ресурсів є забезпечення оптимального співвідношення між бюджетним і позабюджетним фінансуванням шляхом формування їх структури та відповідних розмірів. Досліджено динаміку функціонування первинного і вторинного секторів народного господарства. Проведено діагностику та оцінку розвитку регіональних ринків освітніх послуг на основі оцінки попиту, ціни, пропозиції, інфраструктури. Розкрито економічні засади розвитку регіональних ринків освітніх послуг в умовах європейської інтеграції України. Обґрунтовано стратегічні напрями розвитку регіональних ринків освітніх послуг в умовах європейської інтеграції, що передбачають удосконалення інституційного забезпечення системи освіти відповідно до європейських вимог; приведення у відповідність ринку освітніх послуг до потреб регіонального ринку праці та пріоритетів програм регіонального розвитку; запровадження інноваційних підходів до функціонування сфери освіти; диверсифікацію джерел фінансування освітньої діяльності; налагодження взаємодії освіти, науки, бізнесу й влади, що сприятиме адаптації освітньої політики України до європейських норм та стандартів.
Запропоновані шляхи посилення державного контролю за вмістом освітніх програм і якістю їх реалізації в освітніх установах усіх рівнів, незалежно від їх відомчої належності та форми власності та напрями управління процесом працевлаштування населення на основі ув'язки економічних інтересів особистості та держави.

FINANCIAL ASPECTS OF THE EDUCATIONAL SERVICES MARKET IN MODERN CONDITIONS
Summary
Theoretical and methodical bases of modern tendencies of development of the market of educational services of Ukraine are investigated and actual problems of its functioning are revealed. Factors on changes in the market of educational services caused by integration processes, leading to the formation of unified approaches to the requirements of the modern professional, which ensures the mobility of labor resources, are revealed. The mechanism of formation and use of financing is analyzed, which is the basis for identifying additional reserves and improving the main financial and economic indicators of higher education institutions.
The main tasks in the field of efficient use of their financial resources are to ensure the optimal ratio between budgetary and extrabudgetary funding by forming their structure and appropriate size. The dynamics of functioning of the primary and secondary sectors of the national economy is studied. Diagnosis and assessment of the development of regional markets for educational services based on the assessment of demand, price, supply, infrastructure. The economic principles of development of regional markets of educational services in the conditions of European integration of Ukraine are revealed. The strategic directions of development of regional markets of educational services in the conditions of European integration are substantiated, which provide for the improvement of the institutional support of the education system in accordance with the European requirements; bringing the market of educational services in line with the needs of the regional labor market and the priorities of regional development programs; introduction of innovative approaches to the functioning of education; diversification of sources of funding for educational activities; establishing cooperation between education, science, business and government, which will facilitate the adaptation of Ukraine's educational policy to European norms and standards.
Ways to strengthen state control over the content of educational programs and the quality of their implementation in educational institutions of all levels, regardless of their departmental affiliation and form of ownership and areas of management of the employment process based on linking economic interests of the individual and the state.
