Анотація

В статті узагальнено основні положення концепції «розумна спеціалізація», принципів її використання, що відносяться до соціальної, економічної сфери, сфери охорони довкілля та сфери досліджень і інновацій, а також методологічних етапів формування стратегії розумної спеціалізації. Виконано порівняння підходів до трактування змісту концепції «розумна спеціалізація» з позиції європейського та українського досвіду. Надано експертну оцінку результативності застосування концепції «розумна спеціалізація» у вітчизняній практиці законодавчого регулювання стратегічного розвитку регіонів та промисловості. Визначено головні тенденції розбудови науки в Україні та обґрунтовано, що для висхідного руху в міжнародному рейтингу національної конкурентоспроможності вкрай необхідним є забезпечення розширеного відтворення наукової системи. Зроблено висновок про неефективність використання концепції розумної спеціалізації в якості потужного інструменту сприяння економічному зростанню країни на основі інновацій.

SMART SPECIALISATION IN MODERN UKRAINIAN REALITIES: ACCELERATION OR CONSERVATION OF THE RATE OF INNOVATION IN INDUSTRY

Summary

The article summarizes the main provisions of the concept of "smart specialisation" the principles of its use, which relate to the social, economic, environmental protection and research and innovation, as well as the methodological stages of the formation of a strategy for smart specialisation. Approaches to the interpretation of the content of the concept of "smart specialisation" from the point of view of European and Ukrainian experience have been compared. An expert assessment of the effectiveness of the application of the concept of "smart specialisation" in the Ukrainian practice of legislative regulation of the strategic development of regions and industry is presented. It was established that in terms of developing a policy of smart specialisation, the implementation of the EU experience in Ukrainian realities is such that it does not meet the methodological requirements for the concept of smart specialisation. A comparison of budget expenditures in Ukraine and the EU for the implementation of a policy of smart specialisation allows us to argue that the Ukrainian government applies a formal approach to solving the problem of competitiveness of the economy and the region, and the country as a whole. This approach has nothing to do with the concept of smart specialisation, which is used in the policies of EU member states. Based on the results of the international comparative analysis, the main trends in the development of science in Ukraine were identified, on the basis of which it was concluded that the concept of smart specialisation was ineffective as a powerful tool for promoting economic growth based on innovation. It is justified that the peculiarities of domestic implementation of the essence and principles laid down by Europeans for the formation of a strategy of smart specialisation and the modern state of the scientific and innovative spheres of Ukraine give reason to assert that the continuation in Ukraine of the current practice of implementation as a Regional Development Strategy, and in the future the Strategy for Innovative Development will have the inevitable consequence of not accelerating innovation development, and the conservation of innovative production in the country's industry at the level of a 1 percent.
