ВІДТВОРЕННЯ ПОТЕНЦІАЛУ АГРАРНИХ ПІДПРИЄМСТВ НА ЗАСАДАХ УДОСКОНАЛЕННЯ МЕТОДОЛОГІЇ ІДЕНТИФІКАЦІЇ, ОРГАНІЗАЦІЙНО-ЕКОНОМІЧНОГО МЕХАНІЗМУ ВИКОРИСТАННЯ ТА СИСТЕМНОГО УПРАВЛІННЯ РОЗВИТКОМ
Анотація
У статті розглянуті особливості сучасної структури, складників та динаміки використання й відтворення виробничо-ресурсного потенціалу аграрних та агропромислових підприємств. Виявлені проблеми ідентифікації й оцінки структурних зрушень. Обґрунтовані методологічні засади відтворення з встановленням змістовних етапів. Визначені можливості та резерви організаційно-економічного механізму раціонального використання. Розроблені нові елементи системи управління й регулювання розвитку. Обґрунтовано, що суттєво покращити фінансово-інвестиційний стан сільськогосподарських товаровиробників як основного чинника відтворювальних процесів ресурсокористування може державно-приватне партнерство, соціальна відповідальність агрохолдингів, державне регулювання інтервенційних реалізаційних цін на сільськогосподарську продукцію та надання кредитів для відтворення матеріально-технічних ресурсів підприємствам малого і середнього агробізнесу. Визначено, що субсидування частини банківського процента (вартості) інвестованого капіталу дасть змогу отримувачам кредитів скоротити грошові витрати за користування позиковими коштами. Це сприятиме зміцненню фінансово-економічної стійкості сільськогосподарських підприємств, підвищенню їх інвестиційної привабливості й розширеному відтворенні виробничо-ресурсного потенціалу.

REPRODUCTION OF THE POTENTIAL OF AGRICULTURAL ENTERPRISES ON THE BASIS OF IMPROVING THE IDENTIFICATION METHODOLOGY, ORGANIZATIONAL AND ECONOMIC MECHANISM OF USE AND SYSTEM MANAGEMENT OF DEVELOPMENT
Summary
The article considers the features of the modern structure, components and dynamics of the use and reproduction of the production and resource potential of agricultural and agro-industrial enterprises. The problems of identification and evaluation of structural shifts are identified. The methodological bases of reproduction with the establishment of content stages are substantiated. It is noted that methodological approaches to the study of theoretical and practical aspects of the formation and reproduction of the production and resource potential of enterprises in the agricultural sector of the economy include the main structural blocks that make up the content of its successive stages. This identification, generalization and refinement of a conceptual framework and directions of evolution of the theory of reproduction of production factors; determination and evaluation of the main components of the organizational-economic mechanism of social reproduction of the agricultural resources; the justification for the use of components organically-economic mechanism of management of a resource according to its status, problems and trends; testing and possible changes of directions and measures of reproduction of resources, implementation of results into practice. The possibilities and reserves of the organizational and economic mechanism of rational use are determined. New elements of the development management and regulation system have been developed. It is proved that public-private partnership, social responsibility of agricultural holdings, state regulation of interventional sales prices for agricultural products and the provision of loans for the reproduction of material and technical resources to small and medium-sized agribusiness can significantly improve the financial and investment status of agricultural producers as the main factor in the reproduction of resource management processes. It is determined that subsidizing a part of the Bank's interest (cost) of invested capital will allow loan recipients to reduce monetary expenses for using borrowed funds. This will help to strengthen the financial and economic stability of agricultural enterprises, increase their investment attractiveness and expand the reproduction of production and resource potential.
