ПРІОРИТЕТИ ДЕРЖАВНОГО РЕГУЛЮВАННЯ ІННОВАЦІЙНОЇ ДІЯЛЬНОСТІ У БУДІВНИЦТВІ УКРАЇНИ

Анотація

У статті розглянуто проблеми державного регулювання інноваційної діяльності у будівництві у контексті актуальних проблем модернізації цієї сфери управління. На тлі невисоких світових рейтингів за параметром інноваційності національної економіки Україна має модернізувати механізми державного регулювання цієї сфери. Пріоритетного значення наразі набуває оновлення інституційної основи такого регулювання через зміцнення позицій держави задля скорочення сфери неформальних і нелегітимних відносин у тіньовому секторі будівництва, неповної зайнятості та прихованого безробіття. Сучасні тенденції розвитку інноваційної діяльності у сфері будівництва поєднують тренди різного спрямування, деякі з них створюють вагомі перешкоди і обмеження на шляху інноваційних перетворень. Посилення стимулюючого впливу держави на інноваційні процеси у різних сферах будівельної діяльності та їх сприйняття суб’єктами як засобу нових можливостей розвитку забезпечуватиме сталий розвиток галузі та модернізацію чинної системи управління. Пріоритетами державного регулювання інноваційної діяльності з урахуванням сучасних змін в соціально-економічній ситуації мають бути: формування багатоканального механізму фінансування розроблення і виробництва інноваційного продукту, розвиток державно-приватного партнерства як засобу консолідації інтересів, ресурсів та зусиль задля вирішення спільних завдань.

STATE REGULATION PRIORITIES OF INNOVATIVEACTIVITY IN THE CONSTRUCTION OF UKRAINE

Summary

The article considers the problems of state regulation of innovation in construction in the context of current problems of modernization of this area of management. The acceleration of innovation activity in Ukraine for economic growth and social progress is carried out in difficult macroeconomic conditions of low levels of investment, debt and low effective demand of businesses and individuals. Against the low world ratings background on the parameter of innovation of the national economy, Ukraine must modernize the mechanisms of state regulation of this area on a systemic basis using the best practices and experience of other countries. It is now a matter of priority to upgrade the institutional framework for such regulation by strengthening the state's position to reduce informal and illegitimate relations in the shadow construction sector, partial employment and disguised unemployment, and to avoid significant institutional traps and gaps. Current tendencies in the development of innovative activities in the sphere of construction combine trends of different directions, some of them create significant obstacles and limitations in the way of innovative transformations. Progress in the construction technologies sphere as a priority area of innovative development is combined with the weak focus of management on solving social problems, especially working conditions and its payment, the formation of socially responsible behavior of business entities. Strengthening the stimulating influence of the state on innovation processes in various spheres of construction activity and their perception by subjects as a means of new development opportunities will ensure sustainable development of the industry and modernization of the current management system. State priorities regarding to regulation of innovation activities, taking into account current changes in the socio-economic situation should be: creating conditions for the development of national research and innovation systems, the formation of a multi-channel mechanism for financing the development and production of innovative products, public-private partnership as a means of consolidating interests, resources and efforts to solve common problems.
