РОЗВИТОК ЦИФРОВОЇ ЕКОНОМІКИ В УКРАЇНІ: ПІДСУМКИ ІМПЛЕМЕНТАЦІЇ ПРИСКОРЕНОГО СЦЕНАРІЮ ТА ПЕРСПЕКТИВНІ ЗАХОДИ РОЗБУДОВИ ІННОВАЦІЙНОЇ ІНФРАСТРУКТУРИ
Анотація
Виконано порівняльну оцінку базових, прогнозних та фактичних позицій України в міжнародних рейтингах конкурентоспроможності, інноваційного розвитку та цифрової готовності. Доведено, що цілей реалізації Концепції розвитку цифрової економіки та суспільства України відповідальними її виконавцями не досягнуто. Зроблено висновок про низьку ефективність державної політики в сфері інновацій, високих технологій та цифрового розвитку, що призводить до збільшення відставання України за рівнем доступності нових технологій всередині країни. Запропоновано консолідоване національне бачення розвитку високих технологій в Україні представити вигляді у Стратегії цифрового розвитку економіки та високих технологій на період до 2030 року. Рекомендовано головним об’єктом здійснення державою стратегічного впливу на становлення цифрової економіки в країні визначити потужні державні корпоративні структури, а осередками розбудови інноваційної інфраструктури економіки країни започаткувати пріоритетні зони інноваційного розвитку цифрових технологій.

DEVELOPMENT OF THE DIGITAL ECONOMY IN UKRAINE: RESULTS OF IMPLEMENTATION OF THE ACCELERATED SCENARIO AND PROMISING MEASURES FOR THE FORMATION OF THE INNOVATION INFRASTRUCTURE
Summary
A comparative assessment of basic, predictive and actual assessments of Ukraine's positions in international ratings of competitiveness, innovative development and digital readiness has been carried out. It has been established that the goals of the implementation of the Concept of development of the digital economy and society of Ukraine by its responsible performers have not been achieved. The effectiveness of the implementation of the Concept as of 2020 has a direct consequence of the deterioration of the sovereign rating of Ukraine behind the international digital readiness index - 67th place as a result of the implementation of the Concept compared to 64th place at the time of the absence of this document in the current legislation of Ukraine. It has been determined that the rating assessment of the availability of fixed broadband, broadband mobile and fiber-optic Internet communication services indicates the presence of an indicative gap among the population of Ukraine, one part of which is able to use mobile cellular communication, and the second is able to use the mobile broadband Internet communication service - 60 and 109 places in the ranking among 141 countries of the world. It was found that one of the lowest in the world indicators of the number of mobile broadband Internet users and the level of coverage of the country's territory with a 4G network is a confirmation of the ineffectiveness of the state policy in the field of innovation, high technologies and digital development, which leads to an increase in Ukraine's lag behind a very representative group of countries in terms of availability of new technologies - 99th place among 121 countries of the world. It has been proved that a consolidated national vision of the development of high technologies in Ukraine should be presented in the form of a Strategy. It is substantiated that the Strategy for the digital development of the economy and high technologies for the period up to 2030 should regulate the directions, degree and basic conditions for the implementation of the transformation of the innovation infrastructure, as well as solve the problem of substantive regulation of the content and criteria for the government to exercise regulatory influence on the formation and development of digital technologies and high-tech production in Ukraine. A proposal was formulated to establish state corporate structures as an important object for the state to exercise strategic influence on the formation of the digital economy in the country, and to determine priority zones for the innovative development of digital technologies with the points of building an innovative infrastructure.
