ОСОБЛИВОСТІ МІЖНАРОДНОГО ДОСВІДУ РЕГУЛЮВАННЯ РИНКУ ЗЕМЕЛЬ СІЛЬСЬКОГОСПОДАРСЬКОГО ПРИЗНАЧЕННЯ ТА ЇХ АДАПТАЦІЯ ДО УКРАЇНСЬКИХ РЕАЛІЙ
Анотація
В статті розглядається сучасний стан використання земель сільськогосподарського призначення в Україні. Висвітлено актуальні проблеми, які супроводжують поширення деградаційних процесів земель. Досліджено розораність сільськогосподарських угідь в Україні та світі. Відзначено, що із більшості представлених країн, Україна займає лідируючі позиції за показниками розораності земель, зокрема сільськогосподарського призначення.
Розкрито сутність основних аспектів землекористування країн світу як основи забезпечення раціонального та ефективного використання земельних ресурсів. Вказано основні напрями державного регулювання у сфері використання земель сільськогосподарського призначення країн Європи.
В результаті дослідження було розглянуто моделі ринкового обігу сільськогосподарських земель деяких Європейських країн. Виявлено, що в більшості розглянутих держав ринок земель добре розвинений та функціонує. Досліджено питання оренди сільськогосподарських земель іноземних країн та Україні. Обґрунтовано взаємозв’язок між вартістю оренди земельних ділянок, якісних властивостей ґрунтів та цільового призначення земельних ділянок.
Акцентовано увагу на питанні становлення ринку земель в Україні. Виокремлено основні обмеження щодо купівлі-продажу сільськогосподарських земель в разі відкриття ринку землі в Україні. На основі проведеного дослідження, виділено складові ринкового обігу іноземних країн для побудови ефективного ринкового обігу земель в нашій державі.

PECULIARITIES OF INTERNATIONAL EXPERIENCE OF AGRICULTURAL LAND REGULATION OF AGRICULTURAL LAND AND THEIR ADAPTATION TO UKRAINIAN REALITIES
Summary
The article considers the current state of agricultural land use in Ukraine. The current problems that accompany the spread of land degradation processes are highlighted. The plowing of agricultural lands in Ukraine and the world has been studied. It is noted that of the majority of the represented countries, Ukraine occupies a leading position in terms of plowed land, including agricultural land.
The essence of the main aspects of land use in the world as a basis for ensuring the rational and efficient use of land resources is revealed. The main directions of state regulation in the field of agricultural land use in European countries are indicated. It is emphasized that in countries with an open market for agricultural land, one of the main aspects of land use is the protection and preservation of soil fertility, which is a means of ensuring the rational and efficient use of land resources.
As a result of the study, the models of market turnover of agricultural lands in some European countries were considered. It was found that in most of the considered countries the land market is well developed and functioning. The article provides a comparative analysis of land use in Europe and Ukraine, which allowed to identify the main restrictions on the purchase and sale of land in these countries, through which the represented countries achieve resource-saving land use. The issue of lease of agricultural lands of foreign countries and Ukraine is studied. The relationship between the cost of land lease, the quality of soil properties and the purpose of the land is substantiated. It is noted that an integral part of the land lease agreement is the condition for land protection, according to which the land user bears administrative responsibility in case of deterioration of the quality of land resources.
Emphasis is placed on the formation of the land market in Ukraine. The main restrictions on the purchase and sale of agricultural land in the event of the opening of the land market in Ukraine are highlighted. Based on the study, the components of the market turnover of foreign countries to build an effective market turnover of land in our country.
