АНАЛІЗ ОСОБЛИВОСТЕЙ ВИБОРУ ФОРМ СПІЛЬНОЇ ДІЯЛЬНОСТІ В КОНТЕКСТІ ВИРОБЛЕННЯ ІННОВАЦІЙНОЇ ПОЛІТИКИ
Анотація
В контексті розроблення ефективної інноваційної політки необхідно задіяти всі можливі інструменти, зокрема методи й механізми підприємницької діяльності, що включають збільшення обсягу державного фінансування інноваційної діяльності, співробітництво між науково-дослідними установами та бізнесом з метою впровадження результатів наукових досліджень, публічно-приватні партнерства та ринкові стимули залучення інвестицій в інноваційну діяльність у відповідних областях. В цих умовах постає питання вибору найбільш ефективних форм інституційного втілення інноваційної політики, що варто здійснювати виходячи з реалій кожної країни. Метою дослідження є розроблення інструментарію оптимізації інноваційної політики на основі вибору найбільш ефективних форм спільної інноваційної діяльності, що має забезпечуватися за допомогою заходів розвитку простих та складних форм реалізації спільної підприємницької діяльності. За результатами розрахунків для оптимізації державної політики інноваційного розвитку економіки необхідно розвивати корпорації, транснаціональні корпорації (за державною участю в межах яких рішення щодо співпраці розглядаються як результат вибору під впливом існуючих норм та правил); мережі розвитку інноваційної інфраструктури та державно-приватне партнерство у сфері інноваційного розвитку економіки.

ANALYSIS OF THE FEATURES OF THE CHOICE OF FORMS OF JOINT ACTIVITY IN THE CONTEXT OF INNOVATION POLICY DEVELOPMENT
Summary
In the context of developing an effective innovation policy, it is necessary to use all possible tools, including methods and mechanisms of entrepreneurial activity, including increasing public funding for innovation, cooperation between research institutions and business to implement research results, public-private partnerships and market incentives attracting investment in innovation activities in relevant areas. In these conditions, the question arises of choosing the most effective forms of institutional implementation of innovation policy, which should be carried out based on the realities of each country. The purpose of the study is to develop tools for optimizing innovation policy based on the choice of the most effective forms of joint innovation, which should be provided through measures to develop simple and complex forms of joint business activities. The evaluation of the effectiveness of Ukraine's innovation policy was conducted on the basis of the SS model focused on the initial indicator, which selected two integrally effective variables: (1) industrial competitiveness index and (2) sustainable development index, which in the authors' opinion reflect direct and total innovation contributions in sustainable development. According to the results of calculations, it is determined that the components of Ukraine's innovation policy that have the greatest potential in terms of certain performance variables are human capital and research, as well as the market component. Accordingly, the scheme of choosing priorities based on the relationship with the goals of sustainable development is shown. With the development and complexity of innovation processes at the national and global levels, innovation networks are formed, which define new principles for building relationships between the subjects of the national innovation system, including the state, science and business. According to the results of calculations to optimize the state policy of innovative economic development it is necessary to develop corporations, transnational corporations (with state participation in which decisions on cooperation are considered as a result of choice under the influence of existing norms and rules); innovation infrastructure development networks and public-private partnerships in the field of innovation economic development.
