УПРАВЛІННЯ ВІДХОДАМИ В АГЛОМЕРАЦІЯХ УРБОРУРАЛЬНОГО ТИПУ

Анотація

Розглянуто питання організаційно-інституціональної структури управління відходами та проведено аналіз переваг переходу до принципів кругової економіки щодо поводження з відходами в агломераціях урборурального типу. Визначено, що статус агломерацій як особливої організаційно-територіальної соціально-економічної системи в нормативно-правовому полі України наразі не закріплено, проте унормування цього питання дозволить підвищити фінансову спроможність громад, які входять до агломерації, що дозволить впроваджувати різноманітні інфраструктурні проекти, зокрема у сфері управління відходами. Розглянуто доцільність формування кластерів управління відходами, як шляху запровадження принципів циркулярної економіки. Підкреслено, що такі кластери мають створюватись на основі визначення логістики потоків відходів, що потребує проведення значної науково-дослідної роботи щодо ідентифікації специфічних або домінуючих за обсягами видів відходів, що утворюються на території агломерації, та можливостей їх повторного використання. Запропоновано організувати зв’язок між органами влади та суб’єктами господарювання у сфері управління відходами при організації системи управління відходами в агломераціях урборурального типу шляхом створення Регіональних центрів поводження з відходами

WASTE MANAGEMENT IN URBAN-RURAL AGGLOMERATIONS

Summary

The article is devoted to the issue of organizational and institutional structure of waste management and analysis of the benefits of the transition to the principles of circular economy on waste management in urban-rural agglomerations. The status of the agglomerations as a special organizational-territorial socio-economic system in the regulatory field of Ukraine is currently not enshrined. That is why the solution of this issue is an extremely important practical task. The official definition of agglomerations as territorial entities will prevent financial weakness of the communities, develop the infrastructure projects, as well as create a specific information space. Ensuring changes in the solution of the problem of waste of the urban-rural agglomerations is inextricably linked with the introduction of the policy of circular economy. Thus the urban-rural agglomerations can receive unique opportunities, using economic, ecological, social benefits from introduction of the model of circular economy. In particular, the level of resource conservation is increased; the dependence on imports of resources and materials and the negative impact on the environment are decreased. In general it leads to better health of the population, the new additional opportunities for economic growth and also to the positive impact on the social sphere by creation of new jobs. On the basis of determining the logistics of waste flows (industrial and municipal) by the regional administration and local governments of districts and settlements included in the urban-rural agglomerations should identify prospects for the formation of waste management clusters as a way to implement the principles of circular economy. During creating the waste management clusters (both of industrial and municipal waste) on the territory of urban-type agglomerations, attention should be focused on assessing the resource value of waste and regulating their logistics flows. This requires significant research work to identify specific or dominant types of waste generated in the agglomeration, the possibility of their reuse within the agglomeration. Coordination of the efforts to create waste management clusters and to ensure communication between authorities and businesses in the field of waste management can be organized through the foundation of Regional Waste Management Centers.
