РЕГУЛЮВАННЯ ДИСПРОПОРЦІЙНОСТІ ЕКОНОМІЧНОГО ЗРОСТАННЯ РЕГІОНІВ УКРАЇНИ

Анотація

В статті обґрунтовано основні положення щодо формування пріоритетних напрямів регіональної економічної політики, спрямованої на регулювання диспропорцій соціально-економічного розвитку та забезпечення економічного зростання. Проведено комплексний аналіз теоретичних досліджень особливостей якісного економічного зростання. Визначено, що якісне економічне зростання має базуватись на процесах інтенсифікації економічного розвитку держави за рахунок чинників, що забезпечать не тільки кількісне зростання, а й якісні зміни. Обґрунтована об’єктивна необхідність розробки пріоритетних напрямів регіональної економічної політики, спрямованої на регулювання диспропорцій і досягнення стійких довгострокових темпів зростання на якісно новій інноваційній основі. Запропоновано пріоритетні напрями регіональної економічної політики. Встановлено, що метою регіональної економічної політики є забезпечення розумного, сталого та інклюзивного економічного зростання. Визначено основні критерії стратегічного розвитку регіонів (самодостатність, самоорганізація та самоуправління).

REGULATION OF THE DISPROPORTIONALITY OF ECONOMIC GROWTH OF THE UKRAINE’S REGIONS

Summary

The article substantiates the main provisions for the formation of priority areas of regional economic policy aimed at regulating the imbalances of socio-economic development and ensuring economic growth. The complex analysis of theoretical researches of features of qualitative economic growth is carried out. It is determined that qualitative economic growth should be based on the processes of intensification of economic development of the state due to factors that will provide not only quantitative growth, but also qualitative changes. The objective need to develop priority areas of regional economic policy aimed at regulating imbalances and achieving sustainable long-term growth rates on a qualitatively new innovative basis is substantiated. It is established that regional economic policy should be aimed at ensuring a balance between stimulating the most promising areas and the introduction of an effective mechanism for overcoming economic and social inequality. The goal of regional economic policy is to ensure smart, sustainable and inclusive economic growth. The main criteria of strategic development of regions (self-sufficiency, self-organization and self-government) are determined. The priority directions of regional economic policy are offered: increasing the internal potential of socio-economic development of regions and the use of competitive advantages of territories; creating incentives for the formation of economic "growth points" at the regional level and strengthening their relationship with the periphery; organizational and economic support of economic growth of territories. Implementation of these priorities of regional economic policy is aimed at ensuring quality economic growth by accumulating, mobilizing and improving the efficiency of internal resources of regions, improving the investment climate in the regions, stimulating business activity and optimizing the business structure, forming a developed infrastructure at the regional level. It is determined that the achievement of qualitative economic growth of regions in the spatial dimension will occur only under the conditions of formation of "growth points" and the presence of the effect of diffusion of economic growth in peripheral areas.
