ІСТОРІЯ СІЛЬСЬКОГОСПОДАРСЬКОЇ КООПЕРАЦІЇ В УКРАЇНІ: ВИКОРИСТАННЯ ДОСВІДУ У СУЧАСНОМУ КОНТЕКСТІ
Анотація
У статті проаналізовано вихідні чинники становлення та розвитку сільськогосподарської кооперації в Україні на початку XX ст. з метою визначення пріоритетних напрямків розвитку кооперації на сучасному етапі. Встановлено, що історія української кооперації була предметом вивчення багатьох учених як в Україні, так і за її межами. Стверджується, що саме М. Туган-Барановський узагальнив історичний досвід розвитку сільськогосподарської кооперації Росії і країн Західної Європи, зробив важливий внесок стосовно соціально- економічної сутності кооперації, яка полягає у самостійності й самодіяльності кооперативних підприємств. Вказується, на те що, у реальному секторі значне збільшення сільськогосподарських спілок спостерігалося з лютого 1898 р., коли був затверджений «нормальний статут для місцевих сільськогосподарських спілок». Надана динаміка кількості сільськогосподарських спілок на початку XX ст. у Російський імперії та в інших країнах. Обґрунтовано, що в Російській імперії розвиток кооперативного руху проходив повільніше, ніж в Західній Європі. Виявлено, що Столипінська земельна реформа стала одним з найефективніших в історії України стимулів зростання продуктивності сільського господарства. У висновках відзначено, що в сучасних трансформаційних умовах реформування аграрного сектору економіки особливого значення набуває досвід державного сприяння різноманітним формам власності на селі, державної підтримки селянина-господаря та розвитку селянської кооперації різних видів – споживчої, кредитної та сільськогосподарської. На особливу увагу заслуговує досвід створення системи кооперативного кредиту, в тому числі банків.

HISTORY OF AGRICULTURAL COOPERATION IN UKRAINE: USING EXPERIENCE IN THE MODERN CONTEXT
Summary
The article analyzes the initial factors of formation and development of agricultural cooperation in Ukraine in the early XX century in order to determine the priority areas of cooperation at the present stage. It is established that the history of Ukrainian cooperation has been the subject of study of many scholars both in Ukraine and abroad. At different times, they studied its historical, political, socio-economic, sociological problems. These issues have occupied a significant place in modern historical science, but at the same time they have not exhausted their potential and need constant research, systematization and generalization in order to determine the prospects for cooperation, especially agricultural, in today's complex environment.
It is claimed that M. Tugan-Baranovsky summarized the historical experience of agricultural cooperation in Russia and Western Europe, made an important contribution to the socio-economic essence of cooperation, which is the independence and initiative of cooperative enterprises.
It is pointed out that in the real sector a significant increase in agricultural unions has been observed since February 1898, when the "normal charter for local agricultural unions" was approved. The dynamics of the number of agricultural unions at the beginning of the XX century is given in the Russian Empire and in other countries. It is substantiated that the development of the cooperative movement in the Russian Empire was slower than in Western Europe. The main reasons for this were not only the lag in economic development, but also a long period of inaction and even hostility of the government, local administration, legislature to this problem.
It was found that the Stolypin land reform became one of the most effective incentives in the history of Ukraine to increase agricultural productivity. Also, the historical experience of the emergence of agricultural cooperation in other countries shows that the strategy of integrated development of its various types and forms began not with sales, but with lending - the most acute problem for rural entrepreneurs.
In the conclusions it is noted that in modern transformational conditions of reforming the agricultural sector of the economy the experience of state assistance to various forms of rural ownership, state support of the peasant-owner and development of peasant cooperation of different types - consumer, credit and agricultural. The experience of creating a system of cooperative credit, including banks, deserves special attention.
