СУЧАСНИЙ СТАН РОЗВИТКУ АУТСОРСИНГОВОЇ ДІЯЛЬНОСТІ В НАЦІОНАЛЬНІЙ ЕКОНОМІЦІ
Анотація
У статті здійснено аналіз існуючої практики реалізації аутсорсингу й обґрунтовано основні тенденції розвитку аутсорсингу в національній економіці. Розглянуто ключові елементи інституціонального забезпечення аутсорсингових відносин. Теоретико-методологічною основою дослідження є системний підхід до дослідження практичних інструментів реалізації й інституціонального забезпечення розвитку аутсорсингу.
Обгрунтовано домінування двох основних видів аутсорсингу: виробничого й аутсорсингу послуг (IT-аутсорсинг, логістичний; консалтинговий; обліковий). Констатовано, що світовому ринку аутсорсингу властивий позитивний тренд розвитку й зростання вартісної оцінки обсягів угод, яка характеризується строкатою динамікою і нестабільністю. Найбільш активного розвитку набув аутсорсинг бізнес-процесів й ІТ-аутсорсинг, а меншого поширення отримав у світовому господарстві виробничий аутсорсинг.
Встановлено, що сучасні глобальні зміни й цифрова трансформація прискорюють розвиток ІТ-аутсорсингу, а його пріоритетами виступають хмарні обчислення, розробки в сфері чат-ботів, технологій блокчейн, штучного інтелекту і машинного навчання. Український ринок IT-аутсорсингу, за масштабами поширення, поступається тільки ринку Індії і посідає перше місце у Східній Європі за співвідношенням «ціна/якість» послуг.
Ідентифіковано особливості і аргументовано віднесення аутсорсингу до організаційних інновації, які сприяють розвитку інформаційних бізнес-систем, формуванню транснаціональних альянсів і електронної торгівлі. Аутсорсинг скорочує терміни розробки і життєвий цикл товарів, сприяє оптимізації системи розподілу й доступності товарів.
Акцентовано, що розвитку аутсорсингу в національному господарстві протидіють наявні інституціональні й еволюційні обмеження. Еволюційні обмеження обумовлені онтологією аутсорсингового процесу, масштабами технологічного відставання, впливом тіньової економіки, кризовими економічними й соціально-політичними чинниками. Інституціональні обмеження пов’язані з неефективністю базисних інститутів економіки, неврегульованістю формальних норм, відсутністю ефективних форм й інструментарію фіскального та кредитного регулювання, наявністю і проявами інституціональних пасток.
Теоретичні та методичні положення поглиблюють практичні засади інституціонального забезпечення розвитку аутсорсингових відносин в національній економіці.

CURRENT STATE OF OUTSOURCING ACTIVITY DEVELOPMENT IN THE NATIONAL ECONOMY
Summary
The article analyzes the existing practice of outsourcing and substantiates the main trends of outsourcing development in the national economy. The article considers the key elements of institutional support of outsourcing relations as well. The theoretical and methodological basis of the study is a systematic approach to the study of practical tools for implementation and institutional support for outsourcing development.
The article substantiates the dominance of two main types of outsourcing, these are production and services outsourcing (IT outsourcing, logistics; consulting; accounting). It is stated that the global outsourcing market is characterized by a positive trend of development and growth of the value of transactions, which is characterized by diverse dynamics and instability. Business process outsourcing and IT outsourcing have become the most active, while industrial outsourcing has become less widespread in the world economy.
The article concludes that modern global changes and digital transformation accelerate the development of IT outsourcing, and its priorities are cloud computing, development in the field of chatbots, blockchain technologies, artificial intelligence and machine learning. The Ukrainian IT outsourcing market, in terms of distribution, takes the second place after the Indian market and ranks first in Eastern Europe in terms of services “price/quality” ratio.
The article identifies and argues the attribution of outsourcing to organizational innovations that contribute to the development of information business systems, the formation of transnational alliances and e-commerce. Outsourcing reduces the time needed for development and life cycle of goods, as well helps to optimize the distribution system and availability of goods.
It is emphasized that the development of outsourcing in the national economy is opposed by the existing institutional and evolutionary constraints. Evolutionary constraints derive from the ontology of the outsourcing process, the scale of the technological lag, the impact of the shadow economy, crisis economic and socio-political factors. Institutional constraints relates to the inefficiency of basic economic institutions, unregulated formal norms, lack of effective forms and tools of fiscal and credit regulation, the presence and manifestations of institutional traps.
Theoretical and methodological provisions deepen the practical principles of institutional support for the development of outsourcing relations in the national economy.
