СУЧАСНИЙ СТАН ТА ПРОБЛЕМИ ФУНКЦІОНУВАННЯ ФОНДОВОГО РИНКУ В УКРАЇНІ

Анотація

Стаття присвячена дослідженню особливостей функціонування сучасного фондового ринку України. Досліджено нинішній стан виходу вітчизняних компаній на світовий ринок первинного публічного розміщення акцій (IPO). У ході дослідження було виявлено, що станом на 2020 рік лише 28 компаній з базовими українськими активами вдало здійснили вихід на світовий ринок ІРО, при цьому 13 компаній скористалися послугами Варшавської фондової біржі (WSE). Також було виявлено, що частка біржового ринку в загальному обсязі торгів на ринку цінних паперів є доволі невисокою. Встановлено, що в Україні найвищий показник виконаних біржових контрактів з цінними паперами на організаторах торгівлі був у 2014 році і складав 619,7 млрд грн. На сьогодні на фондовому ринку України використовується широкий спектр фінансових інструментів таких як акції, державні і муніципальні облігації внутрішньої позики, облігації підприємницьких структур, казначейські зобов'язання, ощадні сертифікати, державні й компенсаційні сертифікати, житлові чеки, інвестиційні сертифікати, облігації зовнішньої позики. Проте, не зважаючи на підвищення показників, загалом обсяги українського фондового ринку у світовому масштабі залишаються незначними. На шляху до ефективного розвитку фондового ринку стоїть ряд проблем, а саме: недосконалість законодавчо-нормативної бази, низький рівень поінформованості населення про роботу фондового ринку, невисокі шанси вийти на ринок ІРО та інші. Для подолання зазначених проблем необхідно, за підтримки держави, забезпечити ефективний перехід національних підприємств до міжнародних стандартів ведення звітності, вдосконалити законодавчу базу функціонування фондового ринку, підвищити рівень поінформованості населення через мережу Інтернет, розробка та впровадження ефективних програм розвитку регіональних та національних фондових бірж.

CURRENT SITUATION AND PROBLEMS OF STOCK MARKET FUNCTIONING IN UKRAINE

Summary

The article is devoted to the study of the peculiarities of the functioning of the modern stock market of Ukraine. The current state of entry of domestic companies into the world market of initial public offering (IPO) is studied. The study found that as of 2020, only 28 companies with basic Ukrainian assets have successfully entered the global IPO market, with 13 companies using the services of the Warsaw Stock Exchange (WSE). It was also found that the share of the stock market in the total volume of trading in the securities market is quite low. It is established that in Ukraine the highest rate of executed exchange contracts with securities on trade organizers was in 2014 and amounted to UAH 619.7 billion. Today, the stock market of Ukraine uses a wide range of financial instruments such as shares, government and municipal domestic bonds, corporate bonds, treasury bills, savings certificates, government and compensation certificates, housing checks, investment certificates, foreign loan bonds. However, despite the increase in indicators, in general, the volume of the Ukrainian stock market worldwide remains insignificant. On the way to the effective development of the stock market there are a number of problems, namely: imperfection of the legal framework, low level of public awareness of the stock market, low chances of entering the IPO market and others. Most exchanges are not guarantors of high quality services, but on the contrary, leads to decentralization of supply and demand for securities, provokes the process of manipulating market prices, leads to the establishment of different principles and rules for concluding and executing exchange contracts. The presence of such a large number of trading platforms complicates the control over securities transactions and contributes to the spread of the process of manipulation of their value. To overcome these problems, with the support of the state, it is necessary to ensure the effective transition of national enterprises to international reporting standards, improve the legal framework for the stock market, raise public awareness via the Internet, develop and implement effective programs for regional and national stock exchanges.
