ОСОБЛИВОСТІ ФУНКЦІОНУВАННЯ РИНКУ КАРТОПЛІ У ЛЬВІВСЬКІЙ ОБЛАСТІ

Анотація

У статті досліджуються умови формування та особливості функціонування ринку картоплі у Львівській області з метою визначення перспективних напрямів його розвитку. Здійснено ретроспективний аналіз чинників формування пропозиції картоплі у регіоні, зокрема, основних показників її виробництва сільськогосподарськими підприємствами окремих адміністративних районів. З метою оцінки ринкової кон’юнктури та визначення структурних проблем функціонування ринку, описано динаміку рівня споживання картоплі населенням регіону у співвідношенні з рівнем виробництва, проаналізовано джерела надходження і напрями використання картоплі різними категоріями виробників. Досліджено динаміку показників реалізації картоплі господарствами населення і сільськогосподарськими підприємствами, з’ясовано причини різкого зростання цін останніми роками. Дано характеристику інфраструктури регіонального ринку картоплі, описано їх значення для належного функціонування ринкового механізму. Окреслено коло основних проблеми, які істотно обмежують розвиток ринку картоплі у Львівській області та визначено перелік заходів для їх розв’язання.

FEATURES OF POTATO MARKET FUNCTIONING IN LVIV REGION

Summary

The article researches the conditions of formation and features of potato market functioning in Lviv region in order to determine promising areas of its development.
The factors of potatoes supply formation in the region, in particular, the main indicators of potatoes production by agricultural enterprises in terms of administrative districts are analyzed in retrospect. It has been established positive trends of the potato growing development in Lviv region. First of all, this applies to the increasing area under potatoes and the volume of its production by agricultural enterprises.
In the context of market conjuncture assessing and structural market problems identifying, the dynamics of potato consumption level in relation to the production level is described. The sources of potato getting and directions of use by different categories of producers are analyzed.
The dynamics of potato sales by households and agricultural enterprises is studied and the reasons for the prices sharp rising in recent years are clarified. It has been established a very low level of households activity in the potato market. The main reasons for this are: high level of domestic consumption, low sales potential of products and the lack of opportunities for its sale through organized trade channels.
The characteristics of the regional potato market infrastructure are given, us well us their significance for the proper of market mechanism functioning is described. A much higher level equipment of agricultural enterprises with potato storages is established in Lviv region in comparatively with other regions. The especially important role of the wholesale agricultural market "Shuvar" into regional prices formation and potatoes turnover accelerating is emphasized.
It has been outlined the main problems significantly limit the of the potato market development in Lviv region. A list of measures for their solution is determined.
Prospects for the potato market development are associated with share increasing of high value-added products, further development of market infrastructure, producers’ cooperation and integration; increasing the export potential of potatoes and forming a cluster model of potato growing.
