МОДЕЛЮВАННЯ ІННОВАЦІЙНОЇ СИСТЕМИ УПРАВЛІННЯ НАЦІОНАЛЬНОЮ ЕКОНОМІКОЮ: ФОРМУВАННЯ ФІНАНСОВОГО ТА ЛЮДСЬКОГО КАПІТАЛУ
Анотація
В статті досліджено моделювання інноваційної системи управління національною економікою, зокрема формування фінансового та людського капіталу. Доведено, що в умовах сьогодення можна констатувати підвищену активність держави у цілому і окремих регіональних інституцій у сфері підтримки підприємництва, що проявляється у великій кількості розроблених та реалізованих законодавчих ініціатив і місцевих заходів. Акцентовано увагу на збільшенні числа учасників підприємництва в інноваційній економіці (інтерсуб’єктності інноваційної економіки) та ускладнення інституціонального середовища, що є характерним явищем для процесу оновлення соціально-економічної системи в умовах кризи. Обґрунтовано, що слабка синергія, недосконала вертикальна та горизонтальна взаємоузгодженність і недостатня системність заходів щодо державної підтримки інноваційної діяльності чинять особливо негативний вплив на заходи, які спрямовані на підприємство в науково-технічній сфері. Зроблено висновок, що трансформація національної економіки показала важливість державного регулювання вибірковими процесами у секторі підприємництва, що передбачає компетентну підтримку насамперед інноваційної активності та ініціативності підприємницьких структур.

MODELING OF THE INNOVATIVE SYSTEM OF NATIONAL ECONOMY MANAGEMENT: FORMATION OF FINANCIAL AND HUMAN CAPITAL
Summary
The article examines the modeling of the innovative management system of the national economy, in particular the formation of financial and human capital. It is proved that in today's conditions it is possible to state the increased activity of the state as a whole and individual regional institutions in the field of business support, which is manifested in a large number of developed and implemented legislative initiatives and local measures. Emphasis is placed on the increase in the number of business participants in the innovation economy (intersubjectivity of the innovation economy) and the complexity of the institutional environment, which is a characteristic phenomenon for the process of updating the socio-economic system in a crisis. It is substantiated that weak synergy, imperfect vertical and horizontal coherence and insufficient systemic measures for state support of innovation have a particularly negative impact on measures aimed at the enterprise in the scientific and technical sphere. It is concluded that the transformation of the national economy has shown the importance of state regulation of selective processes in the business sector, which provides competent support primarily for innovation and initiative of business structures. The scheme of definition of the state priorities of development of business in the conditions of innovative economy is offered. Emphasis is placed on the fact that the system of priorities for business development should be formed by approved value and national preferences, in accordance with economic and regulatory aspirations, which make up the shell of institutional change, depending on which strategic goals and tactical regulatory objectives are developed. In the process of forming state priorities, measures for state regulation and state support for business development are separated. In this context, it is proposed to define measures for the formation of priorities for business development, which have mainly an impact on organizational, informational and institutional factors - as measures of state regulation. State measures to create conditions for the development of entrepreneurship, which have a major impact on human, technical and technological, natural resources, are defined as measures of state support.
