ШЛЯХИ УДОСКОНАЛЕННЯ ДЕРЖАВНОГО РЕГУЛЮВАННЯ ГАЛУЗІ АВТОМОБІЛЕБУДУВАННЯ УКРАЇНИ
Анотація
Галузь автомобілебудування є своєрідним «лакмусовим папером» стану національної господарської системи. Це зумовлено тим, що кінцева продукція – автомобіль – є результатом роботи більшості видів діяльності економіки країни. На сьогоднішній день автомобілебудування в Україні знаходиться в стані кризи: більшість виробництв збанкрутіла, а ті, що залишилися, намагаються адаптуватися до економічних реалій. Таке становище зумовлене низкою факторів. Одним з найвагоміших з цього переліку є проведення неефективної політики державного регулювання автомобільної галузі впродовж всього періоду незалежності шляхом підтримки неконкурентоспроможного виробництва легкових автомобілів. Вирішення цієї проблеми лежить не в площині повного скасування державного регулювання автомобілебудівної галузі, але в кардинальному зміненні підходу до впровадження регулюючих функцій з боку держави.

WAYS TO IMPROVE STATE REGULATION OF THE AUTOMOTIVE INDUSTRY IN UKRAINE
Summary
The automotive industry is a kind of indicator of the national economic system condition. It caused by the fact that the car is the final result of cooperation between different sectors of the economy. Analysis of the Ukrainian automotive market history makes it possible to trace the dynamics of strengthening and mitigation of protectionist measures in the automotive industry and to assess the economic effect, including direct and indirect impacts. Today, the Ukrainian automotive industry is in a state of crisis. Most of automotive companies gone bankrupt and the remaining ones are trying to adapt to current economic realities without the ability to compete with foreign automotive manufacturers. Several factors led to this situation such as high level of corruption and economic stagnation after disband of USSR, outdated and worn out production line, high level of competition from import of used cars etc. One of the most important factors is the ineffective policy of state regulation of the automotive industry throughout the whole period of Ukrainian independence. It appears by supporting the uncompetitive sector of passenger cars production and imposition of restrictions for import. At the same time automotive factories which specialize on heavy hauler trucks, military vehicles and public transport production were neglected. The policy of protectionism in automotive industry demonstrates its total inefficiency through the years but complete abolition of state regulation of automotive industry can cause its collapse. But this problem can be solved. Ukrainian government should focus on creation of free economic zones with favorable conditions for Ukrainian car manufacturers with competitive potential. That free economic zones will support domestic car manufacturers which can become competitive on international automotive market. It will lead to creation of industrial hubs with well-developed infrastructure and production-oriented logistic. Later this well-developed free economic zones will attract foreign capital in the whole region where this zones located and foreign carmakers.
