ЗАКОНОМІРНОСТІ КОРИСТУВАННЯ ПОСЛУГАМИ У ТЕРИТОРІАЛЬНИХ ГРОМАДАХ В УМОВАХ ДЕЦЕНТРАЛІЗАЦІЇ
Анотація
У статті наведено результати соціологічного опитування мешканців Заболотцівської, Кам’янка-Бузької та Підберізцівської територіальних громад Львівської області, проведеного працівниками ДУ «Інститут регіональних досліджень імені М. І. Долішнього НАН України» у липні-вересні 2021 р. Всього в опитуванні взяли участь 474 жителі територіальних громад. Опитування проводилося з метою виявлення закономірностей користування послугами (до ваги взято медичні, освітні, культурні, соціальні, адміністративні, транспортні, банківські послуги) у територіальних громадах в контексті формування і розвитку центро-периферійних взаємодій у територіальних громадах в умовах децентралізації. Обгрунтовано роль міст як осередків соціального розвитку на формування центро-периферійних взаємодій у територіальних громадах, що безпосередньо впливає на вибір мешканцями громад місця користування суспільними благами.

REGULARITIES OF USE OF SERVICES IN TERRITORIAL COMMUNITIES IN CONDITIONS OF DECENTRALIZATION
Summary
The article argues that decentralization processes in Ukraine are aimed at bringing public services closer to consumers, which increases the responsibility of local governments for their provision, and the level of satisfaction of residents of territorial communities with services entrusted to the community is one of the main criteria for the effectiveness of territory management. In order to identify patterns of service provision in communities, employees of the Institute of Regional Studies named after MI Dolishny NAS of Ukraine in July-September 2021 conducted a survey of residents of Zabolottsy, Kamyanka-Buzka and Pidberiztsy territorial communities of Lviv region. A total of 474 residents of territorial communities took part in the survey. The survey was conducted to identify patterns of service use (taking into account medical, educational, cultural, social, administrative, transport, banking services) in local communities in the context of the formation and development of central-peripheral interactions in local communities in decentralization. The choice of territorial communities is due to the need to take into account two aspects: 1) their location in the region - to determine the impact of large cities that concentrate and generate financial and economic, political, social, cultural, human, information flows on the formation and development of central and peripheral interactions in communities; 2) community type - to take into account the peculiarities of centro-peripheral interactions in communities of monocentric (TG with a pronounced economically and socially developed center) and polycentric (TG, formed by combining the same type, equal in economic and social development of settlements) types. The role of cities as centers of social development in the formation of central-peripheral interactions in territorial communities is substantiated, which directly affects the choice of community residents to use public goods. The level of satisfaction of community residents with the services received in terms of types of services and eldership districts was determined. Emphasis is placed on the problem of difficult access for residents of rural settlements to financial services and the need for their financial inclusion.
