ЗАРУБІЖНИЙ ДОСВІД ФІНАНСУВАННЯ ВИЩОЇ ОСВІТИ ЗА ФОРМУЛОЮ ТА ПЕРФОМАНС-КОНТРАКТАМИ В КОНТЕКСТІ ЙОГО ВИКОРИСТАННЯ В УКРАЇНІ
Анотація
В статті розглянуто зарубіжний досвід фінансування вищої освіти на основі використання формули та перфоманс-контрактів. Проведено оцінку індикаторів у формулі фінансування вищої освіти, здійснено їх порівняльний аналіз та складено рейтинг частоти їх використання. Використання перфоманс-контрактів сприяє створенню активного діалогу між університетом та міністерством через визначення конкретних цілей та показників, які повинні бути досягнуті; сприяє стратегічному розвитку університетів, а в результаті і всій галузі вищої освіти та підвищенню прозорості щодо розподілу коштів між університетами.
Зазначено, що використання в Україні перфоманс-контрактів, як однієї із форм державного фінансування, сприятиме ефективному розвитку закладів вищої освіти в Україні. Визначено систему показників для використання перфоманс-контрактів, яка передчає встановелення кількісних, якісних показників та характеристик інтернаціоналізації за основними видами діяльності – освітньою та науковою.

FOREIGN EXPERIENCE OF FUNDING HIGHER EDUCATION BY FORMULA AND PERFORMANCE CONTRACTS IN THE CONTEXT OF ITS USE IN UKRAINE
Summary
The article considers foreign experience in financing higher education based on the use of formulas and performance contracts. The purpose of the article is to analyze the features of the financing of higher education institutions on the basis of the formula in European countries. The indicators in the formula of financing of higher education are evaluated, their comparative analysis is carried out and the indicators are made in the rating of the frequency of their use. Indicators of funding formulas are divided into input, intermediate and output, the latter can be attributed to performance indicators. It is made the comparison of the use of the financing formula and performance contracts, and it is determined that the main difference between them is the time of use, as the use of the formula involves the use of retrospective data, while performance contracts are based on goals. The peculiarities of the use of performance contracts in the EU are studied. In the course of the work it was determined that in many EU countries both of these financing methods are used simultaneously. However, the share of funding allocated on the basis of performance contracts is smaller. In Italy, this is additional funding, which cannot exceed 2.5% of the university's public funding; in the Netherlands - 7% of the block grant is distributed through a performance contract, in Germany - from 2 to 5% of the block grant; in Ireland - about 1% of the block grant, and in Lithuania less than 1% of the block grant, but in Austria - the entire block grant is distributed on the basis of a performance contract. The use of performance contracts promotes an active dialogue between the university and the ministry by defining specific goals; contributes to the strategic development of universities and, as a result, to the whole field of higher education and to the increase of transparency in the distribution of funds between universities.
It is noted that the use of performance contracts in Ukraine, as one of the forms of public funding, will contribute to the effective development of higher education institutions in Ukraine. In the article it is defined the system of indicators for the use of performance contracts, which presupposes the establishment of quantitative, qualitative indicators and characteristics of internationalization by the main types of activity - educational and scientific.
