АНАЛІЗ ОСНОВ РЕГІОНАЛЬНОЇ ПОЛІТИКИ І РЕГІОНАЛЬНОГО РОЗВИТКУ В УМОВАХ ДЕЦЕНТРАЛІЗАЦІЇ ВЛАДИ
Анотація
Об’єктом дослідження є процес регіонального розвитку та укріплення місцевого самоврядування в Україні на принципах децентралізації влади. В ході дослідження використовувалися методи наукового обґрунтування, системного аналізу, логіко-структурного моделювання, систематики і групування. Запропоновано розглядати «інноваційну політику» як дві трактовки на рівні змістовної сутності. По-перше, як механізм управління розвитком як специфічним процесом, тобто інновації в методах політичної діяльності. По-друге, як об’єкт політики, що становить собою інноваційний процес, особливий напрямок розвитку, більш непередбачуваний, ніж інші, а отже, і більш складний в управлінні. Рекомендовано варіант стратегії розвитку регіонів та визначено основні елементи механізму управління розвитком. Завдяки новому підходу до управління регіональним розвитком, більш раціонально проведено розмежування функцій між структурами влади, покращено інвестиційний клімат на місцях, обґрунтовано перспективні плани урбанізації та розвитку громад.

ANALYSIS OF THE REGIONAL POLICY AND REGONAL DEVELOPMENT BASIS IN THE CONDITIONS OF DECENTRALIZATION OF THE POWER
Summary
The object of the research is the process of regional development and strengthening of local self-government in Ukraine on the principles of decentralization of power. This process was initiated by changes to the national strategy for regional policy, plans for the creation of integrated territorial communities and the transfer of budgetary resources to the local level. At present in the regions the issues of economic imbalance and imbalances have become more acute. Problems and negatives are manifested in the low level of capacity of regional communities for self-development, in the imperfection of management mechanisms, land ownership and infrastructure development opportunities. The study used the methods of scientific substantiation, system analysis, logic-structural modeling, systematics and grouping. The methodological toolkit based on the generalization of the works of well-known scientists and analytical information on the situation in the regions made it possible to draw sound conclusions about the nature of the course and prospects of the reform process on the example of the Kharkiv region.
It is proposed to consider "innovation policy" as two interpretations at the level of substantive essence. First, as a mechanism for managing development as a specific process, that is, innovation in methods of political activity. Secondly, the very object of the policy, which is an innovation process, a specific direction of development, is more unpredictable than the others, and therefore more complicated to manage.
The option of developing a regional development strategy is recommended and the main elements of the development management mechanism are identified. The author's approach has a number of peculiarities, in particular the individual development of the regions is viewed not so much in terms of technical innovation as organizational, economic and institutional. Thanks to a new approach to managing regional development, a more rational separation of functions between the authorities, improved the investment climate in the field, substantiated prospective plans for urbanization and community development. In the new, financially strengthened and staffed regions, the state regional policy has received a solid basis for the implementation of state programs in the economic, social and environmental spheres.
