ВИКОРИСТАННЯ ОРГАНІЗАЦІЙНО-ФІНАНСОВОГО МЕХАНІЗМУ ДЕРЖАВНО-ПРИВАТНОГО ПАРТНЕРСТВА: ДОСВІД ВЕЛИКОБРИТАНІЇ
Анотація
У статті досліджено практичний досвід Великобританії щодо використання організаційно-фінансового механізму державно-приватного партнерства. Розглянуто нормативно-правове та інституційне забезпечення функціонування організаційно-фінансового механізму державно-приватного партнерства, основні положення чинних цільових програм розвитку державно-приватного партнерства, охарактеризовано критерії реалізації проектів державно-приватного партнерства, досліджено створення та діяльність першого в світовій історії центру розвитку державно-приватного партнерства, який отримав назву Partnerships United Kingdom, визначено його функції; охарактеризовано теоретико-методологічні засади державно-приватного партнерства та основні напрямки їх розробки.
Метою статті є дослідження європейського досвіду щодо використання організаційно-фінансового механізму державно-приватного партнерства на прикладі Великобританії та можливості його подальшого використання в Україні.
Для проведення дослідження були застосовані діалектичний метод, методи аналізу та синтезу, порівняльний та історичний методи. В якості матеріалів дослідження використовувались документи та матеріали міжнародних організацій, британських інституцій, які забезпечують реалізацію державно-приватного партнерства, напрацювання вітчизняних та закордонних науковців.
Дослідження зарубіжних фахівців, присвячені розробці і вдосконаленню інструментів державно-приватного партнерства, а також досвід реалізації реальних проектів допомагають знайти оптимальне поєднання між державним і ринковим регулюванням в питаннях реалізації соціальних та інфраструктурних проектів.
Для багатьох країн накопичений в Великобританії досвід розвитку ДПП став еталонним зразком для наслідування. Інтеграція запозиченого досвіду повинна проводитися з урахуванням національних особливостей. Вивчення досвіду Великобританії та інших країн, аналіз їх реформ, що проводяться в сфері організації та фінансування ДПП-проектів, є затребуваним і конструктивним напрямком в розробці комплексної стратегії розвитку державно-приватного партнерства в Україні.

USING THE FINANCIAL MECHANISM OF PUBLIC-PRIVATE PARTNERSHIP: THE EXPERIENCE OF THE UNITED KINGDOM
Summary
The article examines the practical experience of the United Kingdom in the use of organizational and financial mechanism of public-private partnership. Consideration has been given to the legal and institutional arrangements for the operation of the public-private partnership mechanism and to the main provisions of the special programmes in force for the development of public-private partnerships, the criteria for the implementation of public-private partnership projects were described, the creation and activities of the first public-private partnership center in the history of the world, known as Partnerships United Kingdom, have been investigated and its functions defined, the theoretical and methodological bases of public-private partnerships and the main directions of their development are described.
The purpose of the article is to study the European experience of the use of organizational and financial mechanism of public-private partnership on the example of Great Britain and the possibility of its use in Ukraine.
The dialectical method, methods of analysis and synthesis, comparative and historical methods were used for the research. Documents and materials of international organizations, British institutions, which ensure the implementation of public-private partnership, the work of domestic and foreign scientists, were used as research materials.
Research by foreign experts on the development and improvement of public-private partnership tools, as well as experience in implementing real projects help to find the optimal combination between public and market regulation in the implementation of social and infrastructure projects.
For many countries, the experience gained in the UK PPP development has become a benchmark. The integration of borrowed experience should take into account national characteristics. Studying the experience of the United Kingdom and other countries, analysis of their reforms in the organization and financing of PPP projects, is a popular and constructive direction in developing a comprehensive strategy for public-private partnership in Ukraine.
