ФОРМУВАННЯ МОДЕЛІ ІНКЛЮЗИВНОГО РОЗВИТКУ ЕКОНОМІКИ

Анотація

У статті з’ясовано сутність та передумови інклюзивної економіки, її основні принципи та концепцію. Узагальнено розуміння сутності інклюзивного розвитку на основі думок зарубіжних і вітчизняних вчених; з’ясовано діалектичність підходів до його розгляду: як процесу «участі в» та як результату «вигоди від». Запропоновано модель інклюзивного розвитку економіки, яка враховує основні пріоритети інклюзивного розвитку, має тривекторну направленість (вектор розвитку, вектор відповідальності, вектор безпеки), та базується на поєднанні економічного зростання, соціальної справедливості й раціонального природокористування та дозволить економічній системі не тільки підтримувати збалансовану економічну, соціальну та екологічну складові, але й враховувати інтереси всіх соціальних груп і членів суспільства на різних рівнях функціонування інноваційної екосистеми.

FORMATION OF THE MODEL OF INCLUSIVE ECONOMIC DEVELOPMENT

Summary

The article clarifies the essence and prerequisites of an inclusive economy, the basic principles (equality, participation, growth, sustainability, stability) and its concept, which assumes that each economic entity is important, unique, valuable to society and has the opportunity to meet your needs. The understanding of the essence of inclusive development on the basis of opinions of foreign and domestic scientists is generalized. It is concluded that inclusive development is a multifactorial, multilevel and multidimensional process, the basis of which is the economy of maximum employment and interaction of all its actors, both participants and users of its results. The dialectic of approaches to the consideration of inclusive development is clarified: as a process of "participation in" and as a result of "benefits from", which to some extent contradict each other. It is proposed to consider the paradigm of "inclusive development" as a correction of the concept of sustainable development. A feature of inclusive development is that it calls to understand that all mankind, including all social and population categories, flora, fauna, atmosphere, water resources, as well as our future descendants, share one common "ecosystem". The model of inclusive economic development is proposed, which takes into account the main priorities of inclusive development, has a three-vector orientation (vector of development, vector of responsibility, vector of security), and is based on a combination of economic growth, social justice and rational use of nature. and environmental components, but also take into account the interests of all social groups and members of society at different levels of the innovation ecosystem. Under this model, the economy is not just growing, but on the contrary, production of goods and services is optimized to increase prospects and opportunities for all. This means that employment opportunities and incomes are increasing in all segments of the economy. That is, an inclusive economy is an economy in which everyone's participation in business and communities should have a synergy effect, not destruction or be purely consumer.
