ЕФЕКТИВНІСТЬ ФУНКЦІОНУВАННЯ ПУБЛІЧНИХ ЗАКУПІВЕЛЬ В УКРАЇНІ

Анотація

У статті досліджено сутність, мету та законодавчий базис публічних закупівель. Розглянуто методичні аспекти функціонування системи електронних закупівель в Україні. Акцентовано, що важливу роль в системі електронних закупівель Prozorro відіграють аукціонні торги. Проаналізовано динаміку здійснених публічних закупівель в Україні залежно від процедур закупівель. Здійснено регіональний моніторинг активності публічних закупівель в Україні. Обґрунтовано шляхи ефективного застосування системи електронних закупівель в Україні з урахуванням зарубіжного досвіду. Сформульовано рекомендації щодо результативнішої участі в аукціонних торгах системи публічних закупівель Prozorro в сучасних умовах розвитку соціально-економічних процесів. Наголошено, що в умовах експансії пандемії коронавірусу важливо приділяти увагу покращенню закупівель робіт і послуг, необхідних для здійснення заходів, спрямованих на запобігання епідемій та пандемій.

EFFICIENCY OF PUBLIC PROCUREMENT IN UKRAINE

Summary

The article examines the essence, purpose and legal basis of public procurement. It is stated that as a result of the functioning of the public procurement system, the state satisfies public needs in goods, jobs, services, as well as provides funding for the activities of budgetary institutions. For the business sector, public procurement is an opportunity to diversify the market.
Methodical aspects of functioning of e-procurement system in Ukraine are considered. The stages of bidding in the public procurement system are highlighted, among which auction bidding plays an important role. The specifics of auctioning in the ProZorro system according to the classical and Dutch models are compared.
The dynamics of public procurement in Ukraine depending on procurement methods is analyzed. It is established that of the competitive procurement methods, the organizers most often use sub-threshold procurement. Regional monitoring of public procurement activity in Ukraine was carried out. The leader in the number of public procurements is Dnipropetrovs’k region with the largest procurement budget of UAH 52 billion in 2018. It is determined that in many countries of the world public procurement is considered an effective means of ensuring economical and optimal spending of budget funds. The ways of effective application of the e-procurement system in Ukraine are substantiated, taking into account foreign experience. It is emphasized that in the context of the expansion of the coronavirus pandemic, it is important to pay attention to improving the procurement of works and services necessary for the implementation of measures aimed at preventing epidemics and pandemics.
Recommendations for more effective participation in the auction bidding of the public procurement system ProZorro in modern conditions of development of socio-economic processes are formulated. Among them are systematized the following: development of a flexible mechanism for financing public procurement; optimization of information resources; increasing control over the effective distribution of the financial budget; implementation of the practice of conducting international auctions, etc.
